Is the Signiture Bonus recoverable? If in the case of recovery, when and how to recover it? Please clarify it.

The Bonus is a one-time contribution to the Afghan Single Treasury account and is a biddable item, i.e. it is up to each Bidder to determine the amount of such Bonus. The Bonus is payable prior to the EPSC becoming effective and it is not recoverable. You will note that Paragraph 1.9 of Exhibit C of the draft EPSC has been clarified with respect to this point.
