According to the item 18 of DOCUMENTATION CHECK LIST FOR BIDDERS, an indication of who in Afghanistan will be the representative in relation to the authorities. Because there isn't a representative from our company who in Afghanistan now, is it necessary to indicate a representative of our company who will be in Afghanistan before the announcement of bidding results?

As previously stated and specified in the legislative framework and in the Terms of Reference, it is not necessary for the bidder to register or to appoint an authorized agent resident in Afghanistan prior to the announcement of the bidding results. However, if the bid is successful, this should be done immediately thereafter in order to avoid undue delay of contract signature.
Thus, in cases where the bidder already has appointed a representative or has a registered office in Afghanistan, this information shall be stated in the bid.
If the bidder has not yet made such arrangements, then the bid shall indicate whether the bidder foresees the appointmen of a representative in Afghanistan or register an office in Afghanistan.
