Are the training fees and surface rental fees recoverable? If not, are these costs deductible from contractor's taxable income?

The training fees and surface rental fees are both elements directly related the Hydrocarbon Operations and thus recoverable, see Article 10.1 of the draft EPSC, and item 1.6 (b) of Exhibit C in the draft EPSC.
