Shall the Contractor be entitled to recover the Bonus payable before the signiture of EPSC? If in the case of recovery, when and how to recover it? Shall be depreciated or not?

The Bonus is a one-time contribution to the Afghan Single Treasury account and is a biddable item, i.e. it is up to each Bidder to determine the amount of such Bonus. The Bonus is payable prior to the EPSC becoming effective and it is not recoverable. You will note that Paragraph 1.9 of Exhibit C of the draft EPSC has been clarified with respect to this point.
