According the Template of the Letter of Credit, the date for the MOF to return the Bid Bond to the respective bidder is subsequent to the signature of the EPSC. So we assume that the Letter of Credit of the bidders would never become invalid if no bidder could sign the EPSC.

Reference is made to the answer above; "The bids remain valid until the EPSC is entered into with the preferred bidder, and in any event no more than 90 days after the fixed closing date and time for the submission of bids. Modification or withdrawal of a bid prior to that time will cause forfeirture of the Bid Bond"
