Will costs expended on facilities such as a topping plant to produce diesel fuel inside the Contract Area (which is part of a development plan) be recoverable under the EPSC?

Only costs that relate to Hydrocarbon Operations (Hydrocarbon Operation Expenditures) forming part of an approved work programme may be recoverable under the EPSC.
