The gas sale market would become one of the restraining factors for the development of gas field after the approval of the Development Plan due to the absence of gas transmission and using network. Could the government fully fund or sponsor/share the infrastructure construction of gas transmission and using network, which including the chemical fertilizer plant, the gas transmission network, the city gas pipeline network, the power plant and the power transmission systems, to ensure the domestic gas sale entirely after the development of gas field. Is it necessary for the Contractor to invest together with the government when the downstream facilities, such as fertilizer plant, gas power plant and gas distribution pipeline, are built?

The Government can sponsor such investments. However, no direct Government investments are planned at this stage.
The Contractors may wish to apply for downstream licenses (pipelines etc), as defined in the Hydrocarbon Law, in order to bring their hydrocarbon production to the local and international market.
